When it doesn't, it asks instead of assuming. It is built so it can never be wrong about you. That refusal is the whole point.
Yes. Your reading is computed on your phone, so it is there with or without a connection. Only receiving the daily notifications and the live weather field need the network.
From what you enter at setup and how you engage — which signals you open and act on — and, only if you allow it, gentle context your phone already has (step count, how full your day is). You are always in control of what you share, and you can turn any of it off.
Open UPLINK → Settings and check the delivery panel. If notifications are off, turn them back on there (or in your phone's system settings). If they are on, a missing delivery usually resolves itself the next time you open the app with a connection. Tapping a transmission notification takes you straight to it in the app, where you can mark whether it landed.
